Persimmon Homes South West has secured outline planning permission from Somerset Council to deliver up to 360 new homes south of Canal Way, near The Meadows doctors' surgery.
While the council's planning committee south granted permission for the development in January 2024, the legal agreements between the council and the developer (including contributions to improve the Stop Line Way active travel route) were only signed off in December 2025.
The developer has now submitted plans for the first phase of the development, comprising 97 homes - with the council expected to make a ruling on the proposals later in the year.
The first phase of the development concerns the land at the eastern end of the site, including the remodelling of the access from the Canal Way roundabout into the medical centre and associated buildings.
The existing southern arm of the Canal Way roundabout will be extended further south, with junctions being created into the medical centre car park and a separate plot to the west which was originally set aside for a primary school (but which the council is now intending to sell off for further development).
The spine road through the site will bend around to the west, with the new homes spinning off it into various cul-de-sacs bordered by footpaths.
The spine road will include a dedicated cycle lane, which will connect up with the existing National Cycle Network route 33 (a.k.a. the Stop Line Way) which runs along the southern side of Canal Way.
Two new pedestrian crossings will be delivered as part of these proposals - one near the medical facilities, and one on Canal Way to link up with the pedestrian route into Lower Meadows.

The plans also involve the delivery of a play area and multi-use games area (MUGA) at the eastern edge of the site (not far from the Archie Gooch pavilion) and a significant area of green space criss-crossed with footpaths leading up to the Herne Hill nature reserve.
Of the 97 homes planned for this first phase, 33 will be affordable, meeting the council's requirement for 35 per cent affordable housing of any new development of ten homes or more within the former South Somerset area.
A spokesperson for Carney Sweeney (representing the developer) said: "Residential vehicle parking is provided through a combination of on-plot, on street and courtyard arrangements. These spaces are all overlooked by surrounding properties.
"Where parking is on plot, it is generally set back from the street so to reduce its visual impact on the street scene. Properties with bigger curtilages include garages.
"This scale of development reflects the scale and form of residential areas already found in the surrounding area."
The council is expected to make a ruling on these revised proposals before the summer.
Due to the scale and significance of the plans, this decision is likely to be made in public by its planning committee south rather than through the delegated powers of its planning officers.
