The planning application proposed the development on the land south of Hanning Close in Whitelackington.
A statement from a planning document explained why the proposal was refused: “The layout if approved, would encroach onto public highway land resulting in harm to highway safety and safe pedestrian access to Hannings Close to the contrary of policy EQ2 and TA5 of the Local Plan and the provisions of the NPPF.
“Insufficient arboricultural information has been received to ascertain whether the development would damage the surrounding trees, contrary to the council's objectives to preserve or enhance the existing landscape character and landscape features, and insufficient mitigation has been provided to compensate for the loss of trees.
“The application site lies within the hydrological catchment of the Somerset Levels and Moors Ramsar, and the nature of the proposal triggers the requirement for a Habitat Regulations Assessment to be undertaken.
“The Somerset Levels and Moors Ramsar site suffers from the effects of point source and diffuse water pollution and phosphate levels which have already exceeded conservation objectives.
“The proposal does not satisfy the requirements of The Conservation of Species and Habitats Regulations 2017 and is hence contrary to Policy EQ7 of the South Somerset Local Plan (2006 - 2028), the Natural Environment and Rural Communities (NERC) Act 2006, and the guidance set out at Chapter 15 of the National Planning Policy Framework (2021).”
