    Inside DEFRA would be more useful - they're the ones who make decisions, the EA just carries out the orders. The way that Pickles earlier today side-stepped all questions about why the Government had stopped implementing the recommendations in the Pitt review (made after the 2007 floods) suggests that it is DEFRA that is to blame for inaction, not the EA.
